<The following is a transcript of High Commander Hall Psy-Phi during an award ceremony>

"Comrades, this week marks the start of a new era. While the research and development programs within our glorious Soviet Republic has no equal, we have long been limited by our, by the standards of the greater Hall nations, weaker production capabilities. For many years, the symbiotic relationship between the HSSR and Hallville, formulated by the Hallsaw pact over a decade ago, had brought forth a new era of peace. However, as the world stage is ever changing, so to must we. By accepting a deepening commitment to international security, we have fully integrated HSSR scientific output to Hallville’s vast industrial capacity.

To celebrate such a revolutionary international partnership, I would like to bestow the highest civilian award to four engineers, veterans of our communist revolution, who work tirelessly to adapt HSSR military blueprints to mass-producible design plans for Hallville. Their identities are to be kept secret, as to shield them from international audiences who may desire their death or capture.

Long live the Holy Hall Empire”
